The purpose of this programme is to help you translate the principles you’ve learned into a practical administrative framework tailored to your personal circumstances.
Throughout this process, you will establish documentation, organise your estate, define administrative roles where appropriate, and build a structured foundation for long-term stewardship.
This is not simply a document preparation exercise.
It is a structured learning and implementation process designed to help you understand why each component exists, how it functions, and how it contributes to the effective administration of your affairs.
Before You Begin
The framework you are about to implement is built upon the principles introduced throughout the FRRf educational pathway.
These include:
- Personal responsibility
- Administrative competence
- Intentional decision-making
- Structured record keeping
- Stewardship
- The distinction between private and public administrative systems
Understanding these principles will help you gain the greatest benefit from every stage of the programme.
Programme Overview
The implementation process follows five structured stages.
Each stage builds upon the previous one.

Stage 1 — Establishing Your Administrative Standing
Purpose
Every administrative framework begins with clear identification and documented records.
This stage establishes your position within the FRRf educational and registrar framework and creates the administrative foundation upon which the remainder of the programme is built.
During This Stage
We will:
- review your application,
- confirm your information,
- prepare your documentation,
- record your details within the FRRf private registry.
You Will Receive
- Sovereignty Certificate
- Sovereignty Identity Card
- Registration within the FRRf private registry
- Supporting administrative documentation

Stage 2 — Creating Your Private Administrative Framework
Purpose
This stage introduces the common Law Pure Trust (cLPT).
Before documentation is prepared, you will develop an understanding of why trust arrangements have historically been used to organise responsibilities, assets, and administrative relationships.
The emphasis is on understanding the structure before implementing it.
During This Stage
Where appropriate, your Trust documentation will be prepared.
This may include:
- Pure Trust Certificate
- Declaration of common Law Pure Trust Contract
- Supporting Trust provisions
- Administrative framework documentation
You will also become familiar with the roles that may exist within a Trust arrangement, including the responsibilities associated with each role.

Stage 3 — Organising Your Estate
Purpose
An organised estate provides clarity.
This stage establishes the documented relationship between your estate and the administrative framework created during Stage Two.
During This Stage
You will:
- identify the interests to be included,
- review their administrative relationship,
- define participant responsibilities where appropriate,
- complete the relevant documentation.
Where applicable, a Special Deed of Trust will be prepared to record these arrangements.

Stage 4 — Administrative Organisation
Purpose
Administration is an ongoing process rather than a one-time event.
This stage focuses on establishing systems that support consistent record keeping and responsible stewardship.

Where appropriate, additional administrative arrangements may be introduced to support your chosen framework.

Stage 5 — Final Review and Implementation
Purpose
The final stage ensures that your documentation is complete, accurate, and ready for implementation.
Process
Your framework will be completed through the following sequence:
- Information review
- Document preparation
- Confirmation
- Signing and execution
- Final recording
- Completion
You will receive guidance throughout each step.

Your Responsibilities

You are not expected to complete the programme alone.
